Therefore, states and donors attach great importance to enhancing the skills of their staff through training. Governments implement training programmes to build capacity or to introduce new approaches and strategies, often in collaboration with, and with funding from, development partners. As a result, significant resources are allocated to seminars and workshops for civil servants. These activities should contribute to increasing the capacity of civil servants and to enhancing bureaucratic efficiency.

However, the assumption that training leads to improved skills and better performance is open to questioning. Participants are frequently paid per diems, that is, non-salary daily subsistence allowances to cover extra expenses incurred when travelling for work-related purposes.

These allowances are normally set at standardized rates and are payable according to stipulated rules and regulations. Research suggests, however, that training programmes are often organized and attended for the mere purpose of obtaining extra income Cooksey et al. While per diem payments are supposed to be strictly compensatory, they can become a form of additional salary Policy Forum As a result, civil servants may be more interested in obtaining these allowances than in the content of the activities.

Case studies showing widespread irregularities in Tanzania, Ethiopia and Malawi illustrate the adverse effects of per diem abuse and fraud. In all the countries, management approval is required prior to travel, and systems of internal and external audit are in place. Formally, their travel compensation systems resemble international standards. However, they work remarkably different in practice, which suggests that contextual factors are important.

At one extreme, the Ethiopian system has become a disincentive to travel see Box 1. Conversely, the travel compensation systems of both Malawi and Tanzania provide strong incentives for making per diems a form of supplementary income. In Malawi, the government does not provide many allowances. In Ethiopia, the official per diem rates are far below the real costs of meals and accommodations, which may be three to four times higher than the maximum rate Council of Ministers, As a consequence, civil servants are reluctant to travel unless reassured that the number of travel days reported will be artificially inflated to match actual expenses.

Otherwise, needed official travel would not take place. The practice is hence condoned and defended by government officials. Uncertain budgets and high inflation compound the problem. The situation in Tanzania is the opposite of that in Ethiopia. The travel compensation system is generous both in terms of the rates established and of the rules that govern their application.

Equally important, however, is the wide range of discretion in the assignment of allowances, intended to incentivize performance, including special duty allowances and sitting allowances paid, for example, for attending meetings. Until recently, these allowances were tax exempt, which added to their appeal.

Many civil servants think of travel reimbursements as just another source of extra income. In some cases, civil servants can obtain per diem payments for more days than justified or for meetings not attended, as well as reimbursements for expenses not incurred. To mark its 75th anniversary, the United Nations is launching a global conversation on the role of international cooperation in building the future we want.

We work to ensure young children, between months, continue to receive two doses of life-saving vitamin A, which provides a much needed boost to immunization systems.

Our efforts are focused on providing financial and technical support to expand the program into the two most populous regions of the country — Amhara and Oromia — as well as the region of Afar. We are also helping facilitate the transition of vitamin A activity from the parallel Extended Outreach Strategy to a more sustainable approach through the routine Health Extension Worker Program.

Childhood undernutrition is a complex issue, with many causes including inadequate diet, frequent illnesses, poor dietary diversity and low feeding and care practices. Nutrition International Ethiopia is undertaking two pilot projects in different regions with two different partners, to not only provide robust recommendations backed by solid analysis but also help the government scale up infant and young child nutrition interventions.

Our activities include improving the micronutrient and health status of pregnant women, newborns and children under five to ensure they not only survive but can thrive. We do this through training and support to health professionals on nutrition and child feeding practices, such as exclusive breast feeding, complementary foods, diversity in diet and feeding frequency.

We support identifying and screening of severe acute malnutrition cases via Child Health Days in coordination with vitamin A supplementation programs. Nutrition International Ethiopia works to improve coverage, use, access and awareness of micronutrients for children under the age of five. Improving Iron Intake to Reduce Anaemia Nutrition International is working in Ethiopia to increase the coverage and consumption of iron and folic acid supplementation amongst pregnant women.

Many factors contribute to the low coverage — including frequent stock outs, outdated national guidelines, lack of interest and poor knowledge by health workers and an inadequate monitoring system. Nutrition International is trying to address all these issues through its support. The strategies will be scaled-up nationally and target 2.

It would recommend rates after consultation with all agencies concerned, and notify the effective date of application when agreement had been reached.

Comprehensive lists of the approved rates were issued by the Office of the Controller, UN. The basic system was changed as from 1 January - see paragraph 8 below. For current practice, see para.

What is Per Diem & How To Calculate

It concluded that such staff should receive the standard rate. Most organizations expected to apply the standard rates to General Service staff also. The Committee also agreed common rates for D. UN and TAB secretariats would elaborate details of reconciliation and circulate proposals.

The reconciliation scheme should be worked out initially for the Professional category only, the question of Principal Officers and Directors being considered later. Arrangements by which ad hoc rates could be set in special circumstances e. UN Controller was requested to promulgate any rates established for particular duty stations, and other organizations were to inform UN if they established such rates in areas where there was no UN rate. The reports on such reviews would be circulated to organizations for comment.

UN and TAB would also consult on changes between annual reviews, and would decide whether consultation with other organizations was desirable in these cases; such consultation would normally be held in special problem cases or where one organization had a particular interest ICAO requested advance consultation in respect of Bangkok, Cairo, Lima and Mexico City. The other agencies thought this should be the agreed rate for New York and UN undertook to review its position on the matter.

It felt that normal CCAQ machinery could deal adequately with the question whether revision was necessary, but organizations should send all available data promptly to UN Controller to permit urgent review of the relevant rates.

FAO and WHO applied this to short-term staff on the basis of "time spent within the country"; other organizations on the basis of "time spent at the same place".

It was agreed that a uniform procedure should be sought after further experience. It was also noted that it was normal practice, where the facts so warranted, to fix special per diem rates for General Service staff travelling in their own country. Inter-organization agreement on such rates should be sought where necessary.

The Committee agreed that:. The Committee noted that, in some cases, free accommodation was offered in barracks or boats, and in some cases staff were provided with tents. Nevertheless, it agreed that where no actual expenditure for accommodation was incurred no reimbursement would be justified, and the standard rate should accordingly be reduced by 40 per cent in these circumstances.
